I think the key there is "may". Journalism speak for not very likely but I need to find something with a clickbaitey title to write about.
It's just a draft paper proposal that even their transport minister dismisses as being "against all common sense". I can't see it happening any time soon.
Most people on the Autobahns travel a fairly modest speeds anyway, so a reduction to 130km/h is going to make naff all difference to emissions.

I understand approx. 35~40% of the autobahn network already has a permanent set speed limit, with the remainder having an advisory limit only - and there is always a chunk of that that has a temporary set limit due to roadworks/weather/etc. So it's not quite the 'free for all' some folk perceive.
Whilst it is highly likely that the proportion of the network with a set permanent limit will no doubt continue to increase, it would take a huge effort, political will, and many years to push through any such blanket legislation.

The Greens in Germany are piling on a lot of pressure to reduce air pollution in the cities.
Diesel cars and trucks are already banned in some city streets with, you'll love this, exceptions for the local city bus companies.
And yes I know that Autobahns are not in the cities but pressure groups will push where ever they feel that they can have some impact.

forced to drive slowly and driving carefully, unlike the Brits.
Queen Angela ruled out autobahn speed limits a few years ago.
She is well aware of voters' preferences.

Not sure the number of accidents, injuries and deaths in the road support your assertion about safe driving in Germany vs Britain. A proposal of this kind comes up every year or two for
the last 60+ years, and always gets defeated in the end.

That may be nothing to do with speed limits, perhaps Brits are more likely to have newer and therefore safer cars, leading to a reduction in accidents, injuries and deaths. Our roads being so safe is not necessarily because of our speed limits - correlation does not cause causation. Unfortunately for us, our politicians seem to think it does. Speed limits are one facet of a multi faceted compromise. Our compromise is one of the most successful in the world when it comes to limiting fatalities (using whichever metric you like) & more successful than Germany.
Aaaahhhhhhh. I only referenced one person who claimed that German drivers were safer. At no point did he or I mention speed limits
