There would be a camera warning sign (you have to).
Contractors don't give a monkey about red light jumping. Roadwork lights usually have a sensor, to know when to change when its quiet.
Living in the sticks I've driven through plenty of red roadwork lights at night.
Why would you deliberately drive through a red light? Some 1 year olds even know red does not equal go.There would be a camera warning sign (you have to).

Most one year olds have learned that you don't have to obey all the rules all the time.I have done the same. You can often see the other end of the lane closure and much further on. If you're sure nothing's coming, why not?

Do the cameras have to be painted in bright colours too, so they can be easily seen? There would be a camera warning sign (you have to)........

A quick Google shows govt guidelines are for cameras to be florescent yellow with warning signs. I've not seen stealth cameras anywhere in Somerset /Devon.

Do road repair contractors have a camera function on their traffic lights 'cos I was last in a queue going through the works & light went red too late for me to stop - I went through on red - just. Totally my fault.
In answer to your question, instead of all the other willy waving going on completly off topic - Its not something I have ever known about. Some are set as timed by the operator when they are set up, others use a movement sensor that looks like a camera sat on the top.
