You can have a payment card without a bank account
Those toilets were constantly out of order when they took a 20p coin and then free for ages because the machines were broken. I think from people breaking into the machine that took the coins

No more discriminatory than not having a 20p coin. But if you feel that strongly about it, knock yourself out, trying to take it to court. You could try it with all the car parks that now only accept card payment. Spurs new Stadium is cashless, I could go on.W124Bob said:

If it only took 20p coins and nothing else, is it not then discriminatory against people who only have bank cards? 
'Discriminatory' 'diversity' 'human rights' 'minorities' why is everybody finding an excuse to use for these tedious clichés in every sentence or utterance?
As to the subject of the posting .... Does this mean disabled toilets with access only with a RADAR key discriminates against those NOT disabled?
Are companies only selling products on-line discriminating against those without a computer?

Maybe not in Ethiopia. I think this could end up similarly to council tips being assholes and driving people to fly tipping.
On the NC500 they're closing toilets and finding turds all over the place instead.
In Venice it's 2.50 Euros and there are only two toilets I could find. That seems a little counter productive. No one toilets for fun.
