Car not taxed.. address not changed on the V5

So to cut a long story short, Father in law is looking to give up driving, he has dementia. They wanted to visit the other daughter up country so my wife said she'd take them in their car. In looking at the value of their car I checked the MOT/Tax status and found it wasn't taxed.
Took a while to notice but it had actually expired March 2018, initially I thought it was 2019 as we had just dipped into April.
Wife called them and after a very confusing conversation, it transpires they didn't update the V5 with their new address in April 2017 when they last moved, hence no reminders. It's always been MOT'd and insured in that time.
The car is a £0 rate so initially they were saying but it doesn't need taxing anyway ( despite taxing it for several years beforehand ) I taxed the car online that evening.
As the car needs to be sold we sent off the V5 with the new address. It has just arrived back. Nothing about it not being taxed in the meantime so they now believe they have got away with it this time.. "especially as it doesn't need taxing"
So I reckon it's still going to catch up with them, I've read what the potential fines could be before any other misdemeanors he may have racked up. Any idea how long that catch up may take?

Never had a zero rate tax, so don't know the normal procedure for renewing tax, but has that now been done?
Are they or anyone else driving the car at the moment? Is the car MOTed?
Assuming they where not and have not been pulled over for being on the road without tax I don't think anything will be done or said.

As I understand it there's an automatic £80 fine these days. Bigger fine potential for the lack of address change according to the DVLA site
You still need to go through the tax process with a 0 rate. Lots of fines been dished out to people that didn't realise. Also fines since the disk got canned also increased.
