Good. Perhaps if we had sufficient numbers of police ( well depleted by successive Government cuts ) ,UK might have the resources to make an inroad into the problems caused by rubberneckers contributing to road causalities and pull over rubberneckers for a chat quoting driving without due care etc. There's already been one accident. What we really need is measures to stop the activities of a few turning the first accident into something major.

People slow when there are cars at the side of the road, doubly so when there are flashing lights shock. It's natural - there may be debris in the carriageway and the rozzers may be out to get people.
We know the government enforces lower limits when there are workmen on the road and then we know that traffic jams build up further down the road because of braking - hence variable limits they impose on us to help flow. People don't brake to look, they look because they are passing slowly already.
I assume the fine is for photographing while driving, rather than some weird law preventing photography in public places (I would assume no-one knew the person was dead or alive from their car 3 carriageways away - unless the head was missing).

Not in my experience. Limited perhaps as I'm not a professional driver, but been driving for >25 years. Whenever passing an accident, I am hyper aware of the car in front dabbing the brakes as they pass the accident. They get an immediate blast of the horn. However punishing stupid people for being stupid (given it's human nature) is tricky. A line we rely on these officers managing sensibly.
I wonder whether this whole video is staged....the irony of us all gawking at someone being punished for gawking is not lost on me.....

Two drivers were fined for trying to take photos of the scene whilst driving past, not for looking at it:It's a fine line as to slowing down, it pisses me off and I try and fight any urge I might have.

ks! Rubberneckers slowing down at the site of an accident has nothing whatsoever to do with worrying about debris in the road, or the risk of the police "being out to get people" - If thst were the case, they wouldn't even look towards the accident as they'd be too busy concentrating on the road ahead, and on their speed.
Rubberneckers slow down due to a natural (and often, morbid) curiosity as to what's happened. They want to see the damage to the vehicles involved, they want to try to figure out how it could have happened, and in many cases, they want to see if there is anything gory about the accident, and if there are any bodies in/out of the vehicles involved.
The terms "rubbernecking", and: "rubberneckers" were coined as a reference to people stretching and craning their necks, trying to get a better view of what's happened.
If people slowed down at accidents purely to avoid debris, or avoid getting caught by the police, as you're suggesting,then they'd be nicknamed: "debri dodgers", or: "cop dodgers"!
More often than not, at the scene of an accident, you'll have at least one officer standing by the side of the accident, waving his arm at traffic, and shouting at drivers to speed up past the incident and get going.
If only it were possible, the best thing the police/fire brigade could do at the scene of an accident, would be to erect large screens so that passing drivers couldn't see anything at all, that way, there would be no point in rubbernecking, as there's be nothing to see.
