Access to electricity meters

We rent a flat in a block of flats in London. The electricity meter is in a cupboard on our floor, but we do not have a key and the managing agent will not give us a key. Instead, we are to request meter readings and they will read it and send it to us. My concern is that any errors in providing meter readings could then lead to me paying too much or too little (and then later getting chased for a large bill). This is particularly true because we have two electricity meters due to a stupid dual tariff.

Is anyone aware of a legal requirement to provide access to electricity meters? I will also take a look at my lease, once I find it.

If its electrical switchgear for all the flats it should be an fb (fire brigade) key of which there are half a dozen or so, look at the lock and Google it.

Not sure. Looks like the water stopcocks are in there and of course everyone elses meters. Only take two steps in take a photo and leave again!

He already said he doesn't want someone else to read his meter for exactly that reason.
Add access to everyone else's stopcocks as admitted and some "fun" could be had.

Seems a totally stupid idea to deny occupants access. When I lived in my flat I would always turn off my stopcock before going on holiday.
