They can be ridiculous about it or they change it without question depending who opens the letter.
I tried to change my IS200 to 4 litre - sent a letter and gave engine number etc
They wanted an engineers report !
Needless to say it still says it's a 2 litre, insurers know and that's all that matters IME

I swapped the engine in a motorbike, they asked for a report from the garage/engineer that did the job but since I did it myself I didn't have that but they accepted a photocopy of the invoice for the new engine.They wanted an engineers report !
Although since I fitted a larger engine they now get more road tax so, the cynic in me suggests that they are more likely to accept it than a decrease...

I had issues with DVLA when I submitted an engine change on a historic motorcycle, they wanted paperwork from the garage that did the swap & receipt for the purchase of said engine. I explained that I did the work myself & I'd owned the engine for over 20 years & that it came from a motorcycle that had been scrapped back then so no paperwork. They then suggested that I should get the manufacturer/ dealer to verify the details, I explained that BSA folded in 1972 & according to their (DVLA) own guidelines, none of this information is required for historic vehicles, I received the new V5C a few days later.
Your example suggests a normal nominal overbore (e.g. due to wear) I very much doubt that the DVLA are interested in such a trifling increase.
No idea whether they would JDI or want a whole plethora of detail as I've never gone down that route in 50 years of car ownership. I doubt that anyone else has either.
There must be thousands of engines which have undergone similar treatment. Have all the relevant V5Cs been changed? Fat chance.
Fitting a stroker crank (e.g. an increase from 2 litres to 2.2 litres) or a swap to an engine with a greater stock displacement is something else.

I just changed engine details on my Alfa. Very straightforward. Sent a copy of the invoice for parts and block from classic Alfa, and a copy of the receipt for it building and fitting at a vat registered garage. Pics included of the bare block engine number before build and after and a covering letter.
New logbook back in 5 days with engine number. Mine was already a swapped 2 litre from the original 1300 but this was a new engine for the car.

Try the same after buying an engine off a mate that he’s had in his garage for years and fitting it yourself.

No, but if I'm spending reasonable money on a private sale, it's a check that I can make myself to verify the legitimacy of the car and seller. If somebody is trying to sell me a car on his drive for 5 grand and the numbers don't match the V5 then I can walk away.If the MOT checked engine numbers you would have a point - but they don't

I will check the chassis no. but have never checked an engine number - on many cars they aren't visible

If you're doubling the engine capacity, in the eyes of the DVLA you may have had to make significant alternations for the engine to fit, such as cutting the bulkhead or transmission tunnel, which would render the vehicle unregistered and requiring an IVA - so no, I don't think in your example it's ridiculous at all.

It's not ridiculous that if I simply ignore their reply it remains as a 2 litre rather than a 4 litre ?
The entire DVLA IS ridiculous - their job in this instance is to keep up to date records, it either is or is not 2 litre - I have told them it is not - there is ZERO benefit for me, so on the balance of probabilities is it a 2 or 4 litre ?
Are their records more or less accurate ?
