How to Legally get someones details?

At work today with car parked in works private car park my car was reversed into by a colleagues customer. They have denied all of this despite damage (relatively minor but has kinked my bumper and struggling to push back) on mine and theirs matching, 2 witnesses who work for the same company and cctv showing the mir car struggling to park mine rocking and them looking at their front corner before walking off into the building.
They were both aggressive initially stating i must of hit them to cause their damage, then stating that their damage had been there for ages, and then that i was making it up to get them to pay for previous damage!
Anyway they refused to give me their details, unsure if this is an offence due to private land, but i do have their registration.
Obviously i can get hold of their details via my colleague but that would be breaking privacy rules, so is there any way that i can get their contact details in a Legal manner that will show an Audit trail if required?

You have the make, model and reg. The other driver left the scene after refusing to give details. Report to the police immediately, with witness details. Try and get a copy the CCTV. Cops might not be hugely interested, but you might get lucky and have them charged. That will help with recovering any costs, because you should really get your insurer on this.
You pay- get some value back.
Best outcome, proper repair, scumbag found at fault and fined. He might even be carrying points already, and this would sort him nicely.

My issue is I don't really want to go through the insurers as last time i had a no fault claim it still put up my premium.
I have managed to heat it and bend it back to nearly the original shape, and if they were reasonable i would probably leave it.
But they weren’t and i don’t believe people should be able to behave in the way they did.

It then appears to state that should they feel threatened, which i suspect may be there defence for not stopping, to be clear i wasn’t aggressive, they have 24hrs to go in to a police station to report the incident.
My presumption is that this onus is on them as they caused the damage to a parked vehicle, if i am right i will give it 24hrs to remove that escape for them and then consider informing the police.

You might be able to convince the police this was a hit and run which is a serious offence but if the other chap is cool and denies it (and has cleaned his car) then you will indeed need the independent witnesses and all that.
As you say, you need to report this within 24 hours.
This seems the best option as what are you going to do with his address anyhow? He is going to deny it on the doorstep too.

I already have the cctv that has been collected using the correct means, i cant use the contact information if i get it from work without breaching data laws though.
My thinking is i have 3 options;

Just a health warning... There is every chance that they will deny it, the police won't be bothered and you'll end up with a claim that bumps your premium.I had a similar situation with a minicab that reversed at speed into my parked car, with two independent witnesses. The police were uninterested that someone was driving so carelessly and minicabbing without insurance, my insurers ended up footing the bill for what seemed open and shut, so I lost my excess and three years NCB (which, as I was 23 was a significant financial loss for me).
I have had this recently. Fill in form V888 from the gov.uk website, enclose a cheque or postal order and wait for 2 weeks and the DVLA will send you a letter with all the details. Make sure you give as much information as possible though as they are very anal. My first form got sent back because I included the line "the other vehicle hit mine". This was apparently confusing to the DVLA and I needed to include the registration numbers in my description as I "the other vehicle" could be referring to any vehicle (even though there was only my vehicle and the vehicle I was requesting the details for involved)
Report it to your insurer, provide them with the CCTV footage and witness contact details and get them to register their allegations with the third party insurer.
Speak to your insurer and ask them to contact the TPI and if they don't accept liability after speaking with the other driver, they should request images of the other vehicle and/or an independent engineer's report which would show any recent damage or repairs. The report will show paint transfer, height of any scratches & dents and so on. This can then be compared to the damage on your car.
If you want to cause the maximum PITA for the driver of the other vehicle, then this is the way to go.
I handle claims like this all the time, and if the CCTV footage clearly shows what happened (the impact) and the TP VRN is clearly seen, then it's an open & shut non-fault claim on your policy, with no impact on your NCB, and likewise a fault claim for the TP.
If the TPI contact their insured and they fail to respond, the other insurer will eventually have to act on a without prejudice basis for your claim, which is to all intents a de facto admission of liability.
Other than that put it down to experience, because the Police won't be interested unless there are injuries or other possible offences involved.

I agree i just want to make sure that it won’t end up costing me in the long run by having a non fault claim on record (last time i had one it went up as apparently it means I’m more likely to have an accident).

Not 100% sure but if this was in a private carpark (no public access) then the leaving the scene/hit and run thing could be out of the window as it not on the highway, the police may tell you its a civil matter.
I would speak to the person in work and ask for the customer to be contacted as you have CCTV if they refuse take it to their boss. If it happend in work property then the managers should help getting it sorted.

Is there any way to leverage the business relationship; could your colleagues stop selling to these customers?
If you can do without them or better still if your bosses have good relationships with their bosses, tell their bosses that their employees are untrustworthy pricks and the prices are going up 50% unless they're held to account!
