Pub acquaintance (not old friend, this is significant) is looking to change his name. Nothing spectacular, just to something that sounds the same but is easier to spell.
It seems that he needs a declaration from someone who isn't related but has known him for at least 10 years, or give a reason why he doesn't have anyone he's known for 10 years.
He reckons there is nobody he knows now that he's known for 10 years due to job changes, moving around the country etc. Apparently he is no longer in touch with anyone he knew more than 10 years ago. We all think a combination of moving around and being (in the nicest possible way) an antisocial sod is sufficient reason to satisfy the authorities. Alternatively someone he used to know over 10 years ago should be suitable even if they haven't been in touch since.
Despite my username I have no knowledge of changing names, what's his best option?
I did a google search but didn't find anything relevant. Though there was a PH relevant report of someone who changed his name, then had a bit of difficulty after the police stopped his car. For one thing the DVLA hadn't yet updated their system, for another his new name was Iwannadrift.

I have to say his reason seems pretty unconvincing in terms of the effort vs the work involved.

Very simple to do! I did very similar to the above. Changed it fine with DVLA (free), banks didn't like it as it wasn't an 'official' one according to them.
Was fun explaining when I got stopped by the police with a new car...
Registered to the old keeper (I had just picked it up), insured in my new name but driving licence in my old name still...
