Punishment for cloning plates

A woman in the next village has cloned the plate of one of her neighbours. Yes really. Well it's easy to find a black MX5 to clone if all you have to do is look down the street 10 yards. She claims she bought the plate off ebasy as a cherished plate (its just a normal run of the mill plate) and was unaware that another car is using that very same plate. Car has been taken off her by the police but I am curious as to what they will charge her for.
Rumour has it that she owed money and that balifs where coming to collect the car at some point.

Someone has cloned one of my cars presumably from seeing it on autotrader, this is the first time I've had a car cloned from an advert in over 25 yrs.
The little scrote who's done this lives miles away from me in N London and has already had one ticket for going through a bus lane, would be nice if when caught his car was crushed (or maybe both of his feet were crushed, I'd prefer that as a punishment).

Two offences under vehicle excise and registration act are not displaying a registration or obscuring it.Neither really fit the bill well. Neither mention an invalid or incorrect registration.
Other offence is not to comply with the regulations. Relevant one is the The Road Vehicles (Display of Registration Marks) Regulations 2001. Again nothing about a fake.
Can't see any exemptions in either for not displaying a registration plate on private land bit I got bored digging.
Could go for fraud instead.
