Recently in Canada a friend got done for speeding.

Anyway, found out they have a better scamera system than the uk (no surprise there)

If you are caught by a policeman, you are fined and get points on your licence, or get a talking to depending on the situation etc. However, if you are caught by a manned radar scamera you get fined but no points.

They deem that they cannot prove the driver, so the registered keeper pays (about 70 squid). No points issued, no insurance hike and no loss of job through speeding bans etc. The council still gets their money so they are happy too

But this is just a licence to speed, if you can afford it. The law should be enforced in the public interest. What good does fining these drivers do?

not at all, if you are caught by a REAL policeman you are punished. scameras merely take money (like the uk but you don't lose your licence)

From an economic point of view, it's entirely efficient for people to be able pay to speed. If it's deemed as socially irresponsible to speed, then speeders should be able to pay compensation to society in order that they be allowed to speed. The compensation covers the loss in utility that society (is deemed) to feel due to vehicles exceeding the limit.

The only issue is whether or not speeding causes society distress (getting to see your family sooner, leaving for work later, earning more moneyetc etc)

I wonder if some sort of direct debit scheme could be set up.

From this, the funds raised could be used to compensate any families who suffer losses due to speeding motorists. Whats the official value of a life these days? About £150k?

Manned radar thingies!!! Automatic units/cameras have been banned for around 10 years, and Alberta and BC were the first to get rid of them, after they'd been shot regularly and the RCMP refused to use them due to their loss of respect from the public!

France is much the same. I know someone who carries 500 Euros in the glovebox of his NSX to pay the on-the-spot fine. Once he's paid he can carry on at whatever speed he chooses as he knows where the radar trap is today.
