Reporting a tiny car accident to insurers

Not even an accident per se, but a clown went past me while i was parked on a narrow street at school pick up hrs. He clipped my mirror with his pointy BMW ones, leaving lines of black paint transfer that won't come off with anything I've tried (probably just too deep). Side plastic trim has gone a bit out of place but otherwise not anything to claim for.
He drove off until I caught him on another street parked up 15 mins later. He was apologetic and said he didn't realise (there was a huge bang + i horned at him to stop).
He gave me his name, number but is not giving his insurance details (do you have to give this at the scene of the accident? Car does show as insured on MiD). The damage is not enough to bother claiming for but I wouldn't mind telling police the guy f
ked off without stopping to see what he did. Is it worth just keeping shut or should I just let my insurers know of what happened but say i dont want to claim?
Dashcams were off too as car was off, seems like a waste of time?
He was obliged by law to give you his name AND address if you request it. That is because there was damage caused. No one has to provide insurance details by law because there was no injuries. He drove off until I caught him on another street parked up 15 mins later. You should request his address and if he refuses to give it point out the RTA 1988 sct 170. If he does not give you his details you can inform the police about both matters his failure to stop and his refusal to give his address. Phone number don't count.
If you have his registartion I am under the impresion you can go online and pay £4.50 and obtain his insurance details.
Read your insurance policy Re: "should I inform my insurance company"

well if i report him for driving off from the scene of the hit without giving his full details, to the Police i'd have to inform the insurance wouldn't I? I doubt he will be informing his insurers.
I know you HAVE to inform the insurers no matter how small, so dont want to get caught out. But at the same time a non-fault, no claim report to the insurers should increase my premium by a whole deal should it?
My policy wording doesn't precisely say you have to inform them no matter how small. It says you have to inform them of any event from which a claim could arise which is a slighly different thing.I know you HAVE to inform the insurers no matter how small, so dont want to get caught out. Increase you premium - I'm pretty sure it would increase your premium and not just for next year. By how much and for how long is down to the insurer.

You have absolutely no way of knowing this, every case is different, quite often there will be no premium difference, all depends on individual circumstances CWFN2 said:

I had a somewhat similar occurrence. My wing mirror smashed whilst I was driving down an unlit country lane at night. I'd pulled right over and damaged my n/s mirror on the hedge, scratching the paint. The other bloke drove off in his Outlaw. I didn't hit his mirror, which went above mine. It was either the flatbed at the back or something he was carrying.I know you HAVE to inform the insurers no matter how small, so dont want to get caught out. I stopped, but he didn't. I reported the matter to the police via phone. They said they'd inform my insurance co. which they did. However, the accident was shown as 'unresolved' on my file and the notice, a month before renewal, stated that there might be a premium increase. I phoned, explained what had happened, and that the police had closed the matter. I was thanked, and so no loadings. Premium didn't go up, and no loss of protected NCB.

All this over a mirror cover?
it sounds far-fetched, especially as I dont want to claim, but wouldnt you report someone to police if they did a hit n run on your car and refused to give full details? And I doubt anything will happen if you informed the police. He'll just say he didn't notice, plausible if he's just clipped it and he didn't want to give you his address because you chased him down the road, harassed him for his details and then became aggressive when he wouldn't give them to you and he feared for the safety of his children if he gave you his address. So no further action and your premium has an accident recorded against it.
