How long does it take?

For a council to respond to my PCN appeal.

I appealed against a ticket issued immediately and heard nothing from the council for over 3 months.

I’d forgotten about the ticket.

Is there a statutory time they are required to respond within?

Three months feels like a long time.

Clarification needed. Did it take the LA 3 months to respond or are you still waiting?

Was it a windscreen ticket (Section 9) or by post (Section 10)? See - http://www.legislation.gov.uk/uksi/2007/3483/conte...
If it was the former did have you subsequently receive a NTO? (note: a Section 10 ticket is automatically a NTO).

Where representation is made against a NTO the LA must deal with it within 56 days. See - http://www.legislation.gov.uk/uksi/2007/3482/regul...
With a windscreen PCN you have to wait for the NTO and then make a formal representation for the 56 day period to kick in.
That is a crucial point that many people miss. Any appeal before receiving a NTO is an informal challenge. It's all explained here.

However, 3 months is well outside the SoS's Statutory Guidance on responding to an informal challenge.

To clarify

The ticket was on the windscreen, I appealed by e mail pretty much straight away and heard nothing, not even an acknowledgement until this week which is 14 weeks since issue and my original appeal.

They’ve given me 14 days to pay 50% of the ticket or they escalate.
