4x4 parked on pavement blocking view of road

Hi all,
The end of my road leads on to a main road, speed limit is 30 yet cars do 40 as it is quite a wide road.
Over the past few months a fella has parked his 4x4 on the pavement which blocks the view of the oncoming traffic and also blocks the crossing for wheelchair bound people as directly outside his house is a dropped kerb for people to cross the road.
I sent a letter to this house asking highlighting the issue to which no action was taken so I reported the issue to my local counsellor who said they will knock on and speak to the guy. The counsellor emailed back saying parking attendants had gave him a ticket however the ticket got overturned.
A brilliant precedent to set as his 4x4 is still there months later.
Would anyone know how further I could go with this in him getting his car moved? On his driveway is a Fiesta and a Saab so its not like he couldn't switch the cars around.
Any advice would be great as I've came close to being smashed into recently and I live in a area where there are a lot of OAPs with slower reaction times and slower cars too.

4x4 is big. its blocking the view. I'm sure if the vehicle was a caterman, mini or MX-5 it probably woudn't be that much of an issue.The Ford Fiesta or the Saab that is parked on the drive way 1) would allow you to see the road and 2) allow wheelchairs/ mobility scooters to pass the road as the lengths wouldn't be the length of the dropped curb.

The fact you think like that is a massive worry

My gran went blind when she was in her 80s, but she was determined not to let it stop her, every single day she would walk into town, and get the bus to work (she owned and ran a business, so her employees were her eyes when she got there, and she said work kept her feeling young) and the one thing that f
ked her up the most trying to navigate were all the wkers who parked on the pavement on her street then walk up to work in the council offices in town. She, and the rest of the family spent over a year trying all the proper channels and letters on windscreens but nothing worked. One time she had to go on the road to get around it, she tripped on a drain and broke her wrist. When she was off work recovering I never seen anyone age so fast in a short space of time. When she was back on her feet she was a lot more vigourous shall we say with her white stick, obviously because she didnt want to fall again. The police were called to her, but instead of charging a 89 year old blind woman they started ticketing the cars.
TLDR People who block pavements deserve whatever comes their way x10
