West mids wouldn't reveal threshold, as we don't have any that work, all static cameras switched off a while back, some new average speed set ups were installed recently, with some more on the way, and 4 camera vans I think to cover the whole area.

I think it's pretty safe to extrapolate from that data that's it's 10% + 2mph..

You take the risk if it isn't..

I'm certain thats not true for Lancashire, I know multiple people done for 31/32, 42/43 etc. Thats both mobile and fixed camera's.

Have you seen multiple NIP's confirming these very minor transgressions or do you just know lots of people who claim to have been done at speeds falling within the old ACPO guidelines? I'm guessing it's the latter if Lanashire are saying their tolerance is 10% plus 2mph....

Something on this post seems strange. No posts from that "expert (lurking) witness Capt'n Pugwash, AKA PITMANSBOOTS and more usernames than there's days in the year . UNLESS PH admin have decided that this ex Submariner/Royal Marine or more likely Captain of skulduggery should have his posting privileges cut back.
