Red means stop and wait behind white line.Why not Green/Amber go but prepare to stop?

Red and amber mean stop and do not proceed until green shows.
Green means keep going if your way is clear.
Amber after green means stop but only proceed if already past the white line or too close to it.
Green and amber would mean proceed if your way is clear and also stop if you’re not close enough to the line or past it (I.e does not make sense when Amber serves this purpose of stopping if you’re not close enough to the line).
If you’re further away from the line then green and amber would basically mean go and stop.

In Ireland we don’t have the amber before Green you have, we keep a beady eye on the other sides green and go when it goes red. It’s called anticipation.
I’m maddened when cars in front don’t pull smartly away on green, many seem to hang about waiting for a particular shade of green.
