My Nissan Truck has an engine that I spent a fortune on, but the chassis rotted away so when I saw the same model truck without an engine but with a great chassis and bodywork I bought it and the seller delivered it. The seller was a trader and the logbook was in the truck, part of it was gone but I've bought many vehicles without the paperwork and the guys credentials seemed fine.

I checked previous MOTs and the mileage seemed fine, everything genuine but when I looked at taxing it after putting my engine into it myself, it wouldn't let me do it online. I did a few more checks and now realise that the vehicle has an Export marker against it.

So I have to go through some form filling to show its has been imported back. Trouble is, I doubt it has ever been exported out of the country in the first place. So someone said they exported it and maybe claimed a lump of VAT refund. But that leaves me without some of the paperwork I need.

So far DVLA here sent me the forms, I've contacted HMRC and of course there's a glitch in the NOVA process because I'm being truthful so the facts won't fit on the form. I guess I'll have to jump through hoops but will get there in the end.

Anyone been in a similar situation? Any tips from anyone who knows the process? A straightforward import takes 6 weeks to process, I reckon I could be at this for much longer!

I don't have any regrets buying it, its a great truck, and I'f d have bought it even if I had known all the facts. But is a shame it won't be on the road when the snow comes.

And second question, I'm breaking my old truck and will basically end up with a bare shell and chassis that I will send to the scrapyard, is me notifying DVLA it is scrapped enough or do the scrap yard have to process some paperwork?

1st your old truck.

Take to scrap yard, notify DVLA online which scrapyard. It's a doddle.

2nd your new truck.

Ring them. Speak to a person. I've managed to get a scrapped marker reversed by doing this. It's the only way you will get anywhere.

3rd.

If your chassis has rotted away but your body is ok is it possible the new non rotten chassis could find its way under the old body and chassis number making your life substantially easier......?

Don't bother telling the DVLA the full story you will complicate matters. Don't mention the engine situation. You have just bought a car that's been marked as exported but it hasn't been exported, please can you remove the marker. Keep. It. Simple.

Thanks Wildover.

I did go on the DVLA online chat facilityand they sent me an import pack, but you are right, maybe a phone call is the way forward.

I did consider your other suggestion. ID consists of a chassis number stamped in the chassis rail....rotted away on the old truck, very visible on the new, and a aluminium tag on the inner wing so whilst a cheeky swap of clocks, aluminium plate and number plates would see me back on the road, a crash investigation might see me in jail.

Don't go the way of ringing your old truck, it'll end in pain.
As advice above, ring (!) DVLA and speak to someone, it's likely easily resolved.

Yeah agreed, not worth the risk.

OK so I rang DVLA and got a lovely woman who hadn't don this before but was working through the flow charts of procedure and was being reassuring along the way and then we got cut off.

Rang back and got a right arrogant pr1ck who said he knew the procedure and the other woman I was speaking to was talking nonsense and he says I have to supply

filled in application form V55/5 (for used vehicles). (I can do this)
original current British MOT test certificate (if applicable) (I can get this)
valid insurance certificate or cover note for vehicles being registered to a Northern Ireland address(downloaded or faxed copies are acceptable, however photocopies are not). (Misleading, guess I need to insure it, but they check online)
photocopies of documentation confirming your name and address (No problem)
all parts of the Foreign registration document or foreign export certificate*. (Doesn't exist).


I have the V55/5 so know I need to go through Nova, I telephoned as I couldn't complete the online process because I have no idea where the vehicle was allegedly exported to and imported from. so I rang and they are emailing a form and I need to send a covering letter with it.

Do you have the registration number that was on it previously? I'd be tempted to try ignoring the export marker and apply for a v5c in your name with no changes (edit to add - and by that I mean applying for one on the basis you don't have any parts of the v5c at the moment). Assuming it gets issued without question (which is very likely) you can then sort out the engine number change later

I'd be very surprised if you needed to do anything more. As above, the less questions you ask/difficult you make it, the more likely you'll get the piece of paper without a load of aggro.

If they pick up the export marker and question it, at least you are then responding to them with information they are asking for, not trying to second guess what they want.

It won't work sadly. Been here done that.

His only "straight" option is to find someone useful at the DVLA, in itself a lottery, as soon as you get a Berk just put the phone down and start again, you need someone who doesn't get themselves in to a feedback loop asking for a piece of paperwork that doesn't and cannot exist.

Put simply they need to reverse the export marker not reimport it, you can't reimport it as it was never exported in the first place.

Adrian E. Thanks but whilst I do have the old logbook and reg number several checks have made it clear there is a catch22 brick wall and any discretion is only going to be applied after doing nova and filling in a V55/5 leaving blank any bits I can't fill in because the facts don't exist. Then after jumping through these hoops I might eventually get a registration number.

Lets see what happens!

It was cheap, I would be cross with myself for not being more careful if it had been an expensive purchase. Just a case of crossing each bridge as I get to them.

Wildover rang DVLA again, got a nice lady who tried, wasn't happy with the reply and asked to escalate it to a complaint, she went off to get more information and said that as the export slip from the most recent log book had been sent in, they had to go on that basis. She did say HMRC would probably come and say it hadn't been exported and there was no objection from them. HMRC asking for a NOVA1 form which is,,,,discontinued so they kindly emailed 2 sets of nova1 notes instead! ,

I'll keep up with the thread, might help others in the future. I submitted a NOVA form by post to HMRC. And have taken the Truck for a MOT based on its chassis number. They asked for the registration document which set alarm bells ringing....but it was because they have to build a file for the mOT and need stuff like date of first registration and CC etc. Set about trying to insure it......

Insurance catch 22. Need it to re register the truck with DVLA. Not found a company that will do that with a registration number although NFU looking at it for me, I remebered they insured a farm quad for me that legally couldn't be used on the road with a reg, but didn't have one.......Tried using old reg for online quotes and got a massive difference between what I have ben paying for the newer truck and this one, so the export marker is probably upsetting the system and adding a premium and DVLA probably wouldn't accept it anyway..

Anyone know an insurance company that can do this?

Now in NI you have to include proof of insurance to DVLA, in UK not, and ....it doesn't actually say you have to have it, but they are taxing the vehicle for the road so you will need it.....so I guess they check online....but don't have the reg to check online.... Mad system really

Good news...Just called NOVA/HMRC, friendly bunch! Truck is now cleared on their system as imported and no duty to pay. DVLA have access to that system so its one box ticked! MOT box ticked........insurance still an issue......Big form and cheque for road fund and registration document next to DVLA.....Hang on ,...who even has a cheque book any more?

OK So here's how I'm getting around not being easily able to insure the vehicle from the chassis number, that's £180 for a months cover and in theory DVLA could take 6weeks. I couldn't see why you can't just sorn it from the registration date and the DVLA guy I rang says you can, so I gotta include a V890 form with my application to register it. Then I can tax and insure it online in due course.
