Apparently Dorset T:censored:pot Paternership have started giving the option of taking a driver awareness course instead of points and fine....
Read in the Bournemouth Echo that a guy caught doing speeding in a 30 asked to take this option and was told that he did not meet the criteria for the course....
When he asked why not the said they couldn't tell him. When he asked what the criteria is the refused to say and have claimed that this information is not covered by the freedom of information act.
Are they correct??

the information would not have been disclosed because it fell under one of the "exemptions" in the foi act. The exemption could be because releasing the information might hinder future speed enforcement or the tactics used by the scammers ect ect.
The exemptions can be absolute, or qualified, which means they do a few tests to see if the info is sensitive enough to be exempted.
Without knowing the "exact" info requested and the reason given for withholding, or whether the information requested was neither "confirmed nor denied" (another of their favourite tactics) its hard to say

The Dorset partnership are claiming that the threshold that they offer driving awareness courses instead of prosecution is secret. The guy in question was doing 39mph in a 30 on the main A35 through a Chideock, and requested a driving awareness course instead of prosecution but his request was denied. I cannot believe that anybody is taken in by the introduction of the courses. It is to allow the partnership to make money betweeen the speed limit and the ACPO 10% + 2mph. The partnership have already announced that the threshold of fixed and mobile cameras is being lowered and this is the reason therefore perhaps 32 - 35mph offered the course 36mph prosecution. The Dorset police are blubbering that they are denied to offer motorists the course instead of points as it makes them out to be the bad guys. Of course if they chose not to prosecute at under the ACPO guidlines and perhaps a bit more then that wouldn't be a problem.
