Guideline says that the range for Category 2 is 5-9 years, so given the sentence of 10 years maybe it is being treated as Category 1. But you're right that from the report it doesn't seem obvious what mitigation there might be to bring the sentence down from 12 years...
Good point. I know he doesn't have previous convictions as one factor. I don't know how sentences stack but 2 x S.18 on immobile infants and an ABH is a fair bit of offending.
The chap who hit the police officer with the machete got 16 years (quite rightly).
Will see if the sentencing remarks become available. It may well be an accurate sentence (based on the guidelines). Judges tend to know what they are doing.

If he ever has hope of seeing daylight again the sentence is too short!I’m not convinced him ever getting out is going to be acceptable.
I don’t think he needs to stay in prison for life as a punishment. I think he needs to as he obviously has a mental condition or impairment that is unlikely to be treated with rehabilitation.
