Directing traffic and messing about with traffic management

A major retail park were i live has employed and does employ traffic marshalls to direct traffic to ease congestion their carpark at peak times normally around xmas.
The issue now is there is a massive county scheme to increase the capacity of the motorway junction and so the dual track to this retail park has been subject to roadworks for 6 months.
The traffic marshal who are allowed to direct traffic in a car park or construction site only, are going on the main road throwing 4 cones across the roundabout with no advance signage and warnings to close the roundabout at peak times as people were not queuing and going roundabout to skip the que.
The guy doesn't have much PPE but the contractor whos TM he is going in and interfering with has 6 points ppe policy.
That aside the guy doesn't have a 12D or even a TTMBC but told me he has a street works permit when I challenged him. Its not my road (i am HE) its county but it seems these guys don't know what they are doing.
Street Works permit is what BT engineers have for digging up footways and placing pedestrian barriers up etc and is not a traffic management ticket.
However he has a sign and claims to have Police Powers (Sign says Police Powers in Use).

Quick suggestion maybe use terms that people will understand. Whilst I know what you are on about I am sure most won't. Hes upset because he cant use the wrong lane to skip the traffic and go all the way round the roundabout. Apart from a rant what was the actual point of this thread.

Its a county road, which is why I haven't got involved as if it was HE it falls under my area.I am concerned that people are not qualified or insured are interfering with temporary roadworks.

If you want to stop traffic turning right at a roundabout normally you would give advanced notice signing and close the right hand turn lane, what this guy is doing is just throwing 4 (Inspectors cones as I call them as in HE only a inspector or a HETO can use them) as they are not 750mm or 1m cones like the rest of the layout.
Motorist are coming up to the right hand turn lane and being completely baffle by these cones its dangerous.
There is now a video on the local rag website of him standing in the road and crudely confuses people with his directions.
The police powers signage is what i don't get

Have you flagged it up to the local police? They will surely either be able to confirm what the signage means or go and have those signs taken down if Mr High-viz is Walting.The police powers signage is what i don't get

Maybe when he said he had a St. Works permit, he meant he had completed a St. Works course.
Either way, it sounds as though it's a council and police issue.
As with all these types of ttm failures, it only matters when something goes wrong. Apart from all the frustration from the travelling public, that is.

Perhaps he is one of these? Or similar.
Saying that he operates under Police powers is probably an exaggeration, I believe that only uniformed Police officers can exercise that power.

When we helped to deal with anti social behaviour in a retail area car park in Guildford years ago we had letters of Authority from Surrey Police and both the Town and County Council.
It basically allowed us to control who entered the parking area and to close roads on the retail park .
The roads on the park were owned by the park landlord and the approach roads were under control by the local.authorities.

Personal Protective Equipment, Traffic Management ? Seems logical. I suspect the OP is looking more for feedback from people with actual experience in the field who may use the forum and already know the jargon.To be fair, that probably just means he's using the wrong forum, 'cos this is PH after all and what will actually happen is.... well.... what's actually happening.
