Proof of identification.

Why is it that a provisional driving licence is not seen as proof of ID,whereas a full licence is . The only difference I can see is that the full licence holder can pass the test. No other proof of ID is needed.

Just a guess, but could it be that someone who has passed their test will have had to submit their photo driving licence to an examiner, who will have verified their identity?

Because there is no independent visual confirmation that your provisional licence photo is actually you. When you go for a driving test, the examiner compares the photo to the person standing in front of him/her.

Try going to a Post office counter to claim something that needs to be signed for. ID acceptable is Passport/debit/credit card and Driving licence. But not a provisional, but only difference between the two is that person has passed a test.

Camelot- nice one, but have you tried to get a provisional as a UK citizen but with a non UK birth certificate . it's taken DVLA months of hoop jumping for son to get his provisional, as DVLA wanted to be certain it was him, before some examiner could confirm this. As such, I'd say verification starts a long way before the test. I'd suggest that photo verification is simply to verify that the person taking the test is the person on the licence.

The answer’s been given, verifiable ID, a passport photo has also been verified by someone else

Or you need something with a current address on, l don’t think they accept credit cards as I D to collect at the post office

Banks and any other organisations are free to decide what they view as acceptable and what they don't. Banks have been nudged to accept more things as ID to help prevent vulnerable people with limited ID being refused accounts. That I think is a good thing.

Which may very well be true but it doesn't change the fact that a full licence is a much more robust proof of ID than a provisional. It's unfortunate that your son falls into what must be a very small minority of people who are UK nationals but don't have a UK birth certificate, passport or other accepted international ID.

martin- the photo on a provisional has already been verified by some one on the accepted list of signatories .The same qualifications for photo acceptance as for a passport. So- the photo on a provisional has been through the same process as a passport photo, but it's not of equal level of acceptance.

Definitely take credit/ debit card as ID at the post office as I have been today. I’m one of the few million with no photo ID, got a old paper ( pre 99) licence and no passport. No work ID etc. I can go to the doctor and have all sorts done. But I can’t sign up to book appointments online unless I give them photo ID. Told them it was crazy but made no difference

Likewise at the post office. I only ever show a credit or debit card to pick mail up. A fellow paper licence holder

Why would you not update to a card licence instead of hanging onto a likely very tatty paper one?

Why would you "update" to something that subsequently requires mandatory periodic updating at your financial cost?
