ULEZ vs CC zone in London?

Not having driven inside the M25 for a while I'm confused!

Is the ulez zone boundary the same as the congestion charge zone boundary?

Yes, they have the same boundary for now. That will change in Oct 2021, when the ULEZ will be increased to North & South Circulars.

CC is just weekdays
ULEZ is all day, everyday

So you're penalised for taking the vehicle inside the zone, then penalised more for not using it, that must really help with the pollution statistics, just keep moving!

Yep, not a good place to drive unless you really have to. From today there's a blanket 20mph limit in place as well.

You can check if your vehicle meets the ULEZ standards here - ULEZ Checker

As a rule of thumb if your vehicle meets the standard below it should be ULEZ compliant, but always worth using the check above if you aren't sure!
Euro 3 for motorcycles, mopeds, motorised tricycles and quadricycles (L category)
Euro 4 for petrol cars, vans, minibuses and other specialist vehicles
Euro 6 for diesel cars, vans and minibuses and other specialist vehicles

The diesel parking surcharge only applies to pre 2015 cars in Westminster, but in Islington it is all diesels!

you also have to pay to register for the ULEZ zone if you are exempt before hand

Correct - but only if you are going to travel in an exempt vehicle, if you are in a compliant vehicle you do not need to do anything at all.

I would imagine you are being encouraged not to take a diesel into the ULEZ, and then to think carefully about your engine choice when purchasing the next one. Short-term it will feel like an unfair punishment but if enough are 'nudged' into a cleaner car then everyone will benefit from cleaner air.

For motor bikes you can pay for them to be tested and if they pass then its free (older bikes).

apart from those on low incomes who can't afford to change (having changed already thanks the government advising them to change to electric in the name of the environment - but they're just poor so fk 'em)
