Am I Entitled To A Refund From BA ?

We were booked to fly to Buenos Aires a couple of weeks ago. We were joining a cruise finishing in Miami.
We arrived, checked in and boarded the aircraft then the Captain announced that he’d just been informed that people arriving from the UK will not be given a Visa on arrival which is the normal arrangement in Argentina. The advice had literally changed between us checking in and boarding. I checked the Foreign Office website online (see screenshot) and sure enough it looked like we probably wouldn’t get into Argentina. We left the aircraft and went home. We were later informed that the cruise had been cancelled and the cruise line were returning our money.
My question is should BA refund our fare or should we claim from travel insurance? BA have offered vouchers for new flights but for obvious reasons we can’t book anything at the moment.
