Contest it, it will cost you nothing to do so. There are numerous templates on money saving expert and a very comprehensive FAQ which takes you through the process.
Also might be worth speaking to the shop or the business whom you may have purchased goods from, as they can often cancel a ticket. (This happens all the time in Braintree freeport).
They rely upon "official" letters threatening court action to bully and frighten people into paying. If you ignore then they will send communications , probably pertaining to be from someone like "gladstones solicitors" (have a google) making all kinds of threats and intimidatory rhetoric, however any "option to pay" on the Gladstones letter will oddly always be the "debt collection agency" nuimber.
They'll threaten credit blacklisting etc, but there are details regarding this which are not as simple as them making the threat, it only happens after you have been to court and then not paid any fines imposed by the court. (as I understand it).

Contest it for no other reason than to make them work for their £60. So easy to get off, standard letter online etc.
k it, pay itI took my LA to a parking tribunal and they ended up having to change all their signage as it was wrong!

There is a reason the 'fine' is £60 and not £20 and that's likely to be entitled knob heads with a 'make them work for it' attitude.
Who exactly, do you think ends up paying for the additional work caused?

I would recommend he names his GF to the parking conpany as the driver. However, this does not stop some companies making up the law.
Parking is complex and there are dicks. However, there are many car parks where the businesses hate the parking enforcement.

So "making them work for it" has no bearing upon the amount, unless you have evidence to the contrary.

Looking at the local cases people who overstay etc admit to it but just object to paying the reduced £60 charge so would rather pay a company like "appeal my parking charge" £20.
The railways charge a penalty fare if you travel without a ticket or the wrong ticket.
The Ops partner didn't have the right ticket paid for so recieved a parking charge notice.
If it was issued correctly I'm failing to see the issue.
Most people correctly given parking charges tend to dispute the amount of parking charge.
I thought the Beavis case put paid to the 'reasonable charge' theory.

I'd be surprised if, in most cases, the businesses themselves didn't ask for the enforcement to be put in place.Unless you've been responsible for managing a car park you might be surprised how many entitled dicks there are out there. They will generally blame everybody else rather than admit they're too lazy and/or too tight to park elsewhere.
