Presumably much easier now with covid to rebutt the presumption that a NIP once mailed out first class is received by the registered keeper in two days...?

A benefit of leasing now being that spending £500-1000 per month gives you carte blanche to speed for the one short drive a week that you can justify?

Why? That link is to do with failing to respond, not late service.

Being able to respond outside the 28 days but as soon as practically possible if you have good reason is nothing new

The article refers to leniency in respect of the s172 notification of driver by the registered keeper, not the 14 days of the NIP.
I suspect not being able to check your mail might actually make it harder to rebut by the late delivery route.
There is no requirement to prove that the registered keeper personally received an NIP, merely that it was served to the RK's address within the 14 days.
