M40 Tripod on bridge

I was M40 going down hill just around or before high wycombe when I saw what looked like a tripod and 1 or 2 individuals dressed in black. I wonder if this is speed enforcement, ANPR or some random bloke taking photos.

I always thought that speed enforcement is done by vans on bridges on the m40

I don't know but on the M40 Westbound around High Wycombe there's a motorway bridge that has some sort of post on it that looks sort of like a police cap. I don't know which bridge it is but it makes me feel I need to slow down even when I'm not speeding!
