Can you do a speed awareness course on a mobile phone?

So i need to do one of these f
king things.
I dont have a laptop or webcam on my own computer. I have a smartphone, but it's only a small one, a Sony Xperia compact from about 3 years ago.
The offence was merseyside but im guessing I pick Lancashire because that's where I live?
That being said, what's to stop me doing one down south where the price is a few quid cheaper? Is this allowed, seeing as they're all online?
Anyway, can I use my mobile? Apparently they use zoom or something? I don't know if I can do it on my desktop and use my phone as a camera for the course maybe?

Besides it isn't difficult to avoid being caught, if you see a big yellow camera or police van, it is probably a good idea to slow down.

For an Android phone try using Droid Cam, install it on desktop and phone and voila webcam. It's how I've been doing it since the lockdown made buy a webcam cam rarer than hen's teeth!Goddam this is f

Speedometers do not all over read by large amounts!
As I've posted countless times, my 2001 BMW 330ci reads @ 1mph over at 110mph - As verified by the Thames Valley Police forces calibrated measuring equipment (my speedometer was hovering just over the 110mph marker - pretty much showing 111mph, my sat-nav was reading 110mph, and my recorded speed was 110mph*)
At speeds below 100mph, my speedometer matches the sat-nav exactly - And that's a 19 year old car!
If I were doing 36mph, my speedometer would indicate @ 36mph, and not Warp Factor 9, as some people seem to think all speedometers do.
Yes it's possible the OP's speedometer could have been showing 40mph at a real 36mph, but it's just as feasible that their speedometer was showing 36mph at a real 36mph.
(* As it was @ 2am on Christmas day morning, and I was heading home to spend Christmas with my family, the Officers who pulled me over decided to give me an early Christmas present, and let me off with a caution to slow down - "Which was nice!" )
