Transferring plates

Hi all this should be simple but trying to avoid too many transfer / insurance fees. My wife has decided to swap her car at the last minute, she has just renewed her insurance too. Her existing car she had from new and had private plates from new, she's now swapping this for a second hand car from a dealer. I don't think she can do a direct transfer, so I think she will need to fill out the V317 Section B to retain the plate. I think that will mean DVLA provide her a new number - does anyone know if that is instantaneous if its done online?
Once she has the new number, then I think she has swap plates and tell her insurance company. I wondering if there's a grace period between getting the number and swapping the plates and therefore this can be avoided if its done just before she swaps the car? She is planning to drop off and pick up the new car next Saturday.
Then once she has the new (second hand car) she can apply to transfer the private plates onto this car then get the plates added.

Easy and instantaneous on line.
As soon as you complete the online stuff you’re sent an e mail with the retention certificate reference, which can be used later to put the plate in something else.
You’re also sent a printable authorisation so you can get new regular plates made to replace the personal plate. It’s authorised for 3 days, you’re supposed to change straight away.
You’ll be sent a full retention certificate a few days later but shouldn’t need it because the transfer can also be done on line.

I did all this last week for our 6 yo SLK which is being changed end of the month.
I still had the original ‘64 plates so just put them back on.
Dealer supplying new car has retention reference for when new car is registered.
I changed the number with insurance company on line too. No charge, took minutes.
