There is car that doesn’t belong to any neighbours at my sister house and they have started parking very near her drive. It seems to appear at odd hours and stay for weeks.

The OP has a slight tendency to post bonkers things, and thus add to the gaiety of PH life. This one might be the OP trolling, or it might be the OP being a pound shop Stasi agent who inhabits a bizarre authoritarian world of insane, curtain twitching paranoia and dobbing everyone in for nowt. In either case, the parrot should be launched, and it should ideally go and sit on a tree branch above the OP's recently washed and very shiny car soon after the parrot has eaten a large and spicy curry.
PS: the temptation to de-chav the plate by removing the tape is strong, but it is just about possible that the tape represents a cack-handed repair rather than chavvery.
Also, what if 97 stone weightlifter Colin, who drives the car, returns from the kebabshop/Bingo/massive international drug deal just as the OP is taking his hobby knife to the tape?

I don't have a history of posting bonkers stuff.I find it odd you would leave a car in a development you don't live or stay in.
I don't park my car several miles from where I am staying.

2. and 3. I am sorry that your life is so boring, so that you never go anywhere other than where you live. Perhaps the driver of the car that is so upsetting you has a boyfriend or girlfriend, parent, sibling, or even just a friend whom they visit from time to time. When I am miles from where I live, I park my car miles from where I live. I do not think that this makes me weird.
If you want to wear a Traffic Warden hat, apply for a Traffic Warden's job, but that might make you sad when you learn that, absent valid parking restrictions, people can park their cars on streets if they want to.
4. I am still sorry that your life is so boring. I worry how upset you might become if something actually serious happened. The plate does not look all that tampered with to me.
What do you want to happen? If you are super bothered by what you see, why not pop down to the local cop shop.

....well, it looks like there is black tape on the other end of the plate too where there are no numbers / letters - so maybe is splitting / de-laminating and the tape is holding it together? Clearly he hasn't tried to make the Y look like another character.
Also, if you were going to monkey about with the characters, surely you'd try to make the second '0' look like an 8 ?
