On camera doing 48 in a 30

Hi all, gilrlfriend's son was caught on a fixed speed camera doing 48 in a 30!!! He had a standard letter asking if he was the driver and saying that if he admitted the offence he would get a further notice and his penalty may, for example, include a fine of £100 and 3 points. Now, I'm thinking that's extremely unlikely! Anyone got any knowledge of this degree of offending and what penalty he might be looking at?

Too fast for a course, too slow to be proceeded straight to court.

Perfectly normal for 48mph in a 30mph to result in 3 points and a fine of £100.
