Closed Road vs Double Yellow Lines

I guess the title gives a clue - but I'm wondering if any of our resident parking people can answer this.

A road has double yellow lines, and a presumably a TMO which prevents parking, other than the usual loading / unloading, etc.

Council closes said road temporarily (for local works).

Are the DYLs still enforceable?

Unless they publish orders suspending the TROs for the parking, they will still be in force. (AFAIK)
