Seeking help with a retention document.

Hello all. I “purchased” a private plate from someone and want to assign it to my car. He gave me the V778W document and a signed letter confirming the sale.
I’m not 100% sure where to start to be honest and it’s impossible to contact the DVLA at present.
Is anyone clued up on these forms as ideally I’d like the plate legally on my car and for me to become the grantee though I’m not sure the grantee thing is possible.

EDIT: Not exactly sure what you mean by "grantee". If you have the V750/V778 then you have the "right to use the number". In the strictest sense DVLA/Govt own the registration mark.

As Durzel said, do it online. All you need is the documentation you have.
If there is some discrepancy then the online transfer will not happen and you will be asked to make an application by post (which could take a long time).
Chances are your online transfer will go through and take effect immediately.
