Seems that no bonuses will be issused for exceeding their targets, but surely this will mean that any ounce of judging a situation for what it is will be gone, as they struggle to keep their 'points' up?

Marvellous...

It had to be Brunstom again!!

What do points make????Prizes???

There'll be an annual point winner? monthly winner?

The prizes will be the cars that get confiscated of speeders that go over the magic 12...........

No discretion (and thus no intelligence) seems to be the way of things. No wonder deaths are rising.

We've lived with it for a few years in Thames Valley. No noticeable change in tactics...

There's enough idiots on the roads without the BiB needing to go fishing.

Mind you - I'm sure Brunstrom will have different policies...

"25 points for a drunk driver ......... I know!.........What we need is a decoy! Someone to: stagger to their car, drive away, wavering slightly, varying their speed etc, whilst the rest of us drive safely home!!!

200 points/month with no bonus for exceeding it? Then the time to speed/rape/murder will be towards month-end, when the police will have "easily achieved" (according to Brunstrom) the points and will therefore have no incentive to leave the office.

Setting an arbitrary performance target influences behaviour. Setting an "easily achievable" target with no benefit for exceeding it will reduce rather than enhance performance.

What a strange world you BiBs live in. The rest of us have unachievable targets....

you are spoken to by an Inspector who investigates why you have dipped below. If there is plausible reason i.e. you have been tied up with FATAC enquiries or protracted from patrol for other reasons, then that is fine.

If you have merely slacked off, you are required to meet next months target. If you fail, you go back before the inspector who askes why. Inspector goes through the whole process again and if you have not got a valid reason, then you are asked to consider your position because of poor performance!

3 months in a row of failing to hit the target without valid reason is a move back to tall hats and aching feet!

We have a self appraisal system which requires evidence by the individual. When it comes to the end of the year, the evidence is evaluated by first and second line supervisors who grade the performance ranging from development needs through to effective, highly effective and exceptional.

This system is known as PDR or personal development review. It covers a range of policing competencies which are headed by titles such as 'communictation', intelligence, community focus, Police operations, Health and Safety and a couple more which I cannot remember off hand. In addition to these headings each officer has to have at least 4 objectives listed. 2 of which are force goal related and in line with strategic perspective and 2 of their own.

Each heading has to have individual evidence about several examples relating to the specific title in that competency. More evidence and consistent performance get better gradings at the end.

It is in an officers own interests to get the best grading possible at the end of year performance assessment. PDR is like a CV when applying for internal postings or promotion.

If you have appraisals which reflect the fact you are merely effective, i.e. just meeting the requirement, you stand to be paper sifted or weeded on boards for specialist jobs or promotion. To obtain the qualification to progress onto specialist or promotion career development, you need to obtain at least 'highly effective' gradings for the board application.

If you only meet the targets put forward, you will not have the evidnce to support the applications you may need in future. All job applications have to be supported by the last 2 years PDR's.

So to say that this will not enhance performance is not exaclty true.

Those officers that are happy in their respective roles can afford to sit back and merely trot along gaining the evidnce to meet the target because they will achieve an effective grading.

Those that think and plan ahead more than two years about their career need to be exceeding the targets set to achieve a higher grading to support any future application!

I hope that helps in your understanding about targets, objectives and performance, especially unachievable performance .

GMP have such a system ... but they apply it to catching real criminals - und I think either me or mad Doc posted article we found in Manchester Paper regarding Manchester Plod's concern to recent BiB conference in Blackpool.

Weird one in Wales ist barking mad....he should be issuing targets for beat officers given the beleagured population led by mayor of Anglesey once protested about zero burglars und other criminals caught whilst they were all receiving a record for speeding...

They will go after easy targets as per usual to get their targets. Und in meantime the real criminals will get aways with it....

So what happens when there are no more criminals to catch, or the good criminals are too hard to catch?

Ah, make criminals up and arrest them for pointless things that achieve nothing!

Police don't have to make them up. There are plenty of volunteers doing that for themselves already and always will be
