Small Citreon car derived van, 2 front seats, nothing in the rear for carying people. What is the offence if 1 or 2 people are in the rear, sat on the floor? and is it an endorsable offence? (ie points on licence, or just a fine)

It would be Dangerous Condition (by way in which a load was carried).
This is dealt with by way of an Endorsable Ticket, £60 fine and 3 Points.
