Bump in a car park (with video)

Got a call from our cleaning company at work that someone had bumped one of cleaners cars in the car park at work and could be check the cctv . This was a week after the alleged incident ,
I expected to see either nothing , or maybe someone opening a door or small knock , as the carpark is empty on the weekends and no one except the cleaner would have any reason to use it , i was quite surprised when I found the actual footage . I think I have the reg of the offending Fiesta , do you thing the police will take any action with this ?

Got a still of the fist 4 digits perfect the last 2 are debatable , but put them into a DVLA and get a match for a Black Fiesta ST .
I would guess if it’s the only match and it’s local then a knock at the door by plod May bring on a confession, probably based around “I didn’t think I’d hit anything “

That footage looks slightly too low quality to read the number plate, have you got a better quality one you can upload to a file transfer site rather than Youtube?

Is it GE03 / CE03 to start?

I would want to be chasing this up immediately before any matching damage on the Fiesta is repaired.

The Police, if they even bother, would send a Notice of Intended Prosecution to the registered keeper (RK) asking for the driver's details. It's not unknown for the RK to be forgetful and reply to it to advise that they're not be sure who was driving the car at that time.

My first thought was otherwise-legal chavs messing around in a quiet area, so quite possible they could own up.

It’s a fairly busy road , the path gets used a lot , think he lost it on a corner , chav mobile with these dark grey tint plates

An 03 plate is not a 2013 car. So either a made up or stolen plate or maybe actually a personal plate belonging to the owner (who may be called George!)

I think that with the 'eye of faith', and what the OP has posted below about the DVLA showing that GE03ENG comes up with a black Fiesta like this, I can definitley convince myself that the last three letters in this image are ENG
