FFS, even journalists cannot spell licence now! I hope that the journalist got at least ten years hard labour for the language crime.
As for the driver, serious question: what CAN we do with such people? She will always drive, no matter how long she is banned for. Do we want to pay for her and others like her to be in jail?

I'd be all for locking her up for a short period. For some people that may work. Article doesn't suggest she has a long criminal record, just driving badly history. Prison may be the shock she needs. Extended ban, extended retest and re-lock her up for every breach.
Tagging order maybe so that when she moves over a set speed it highlights the tagging company to alert the cops. Saves them hiding near her house in the hope of catching her out.
But for the hardened criminal types nothing really works sadly. shooting them seems a little harsh.

In all seriousness, as you've already stated people like this don't care, throw her in jail and it will likely make very little difference to her, those two scrotes who killed the policeman by dragging him to his death will get out of jail and just go straight back to their life of crime, she already had 26 points and a ban so it's very unlikely anything short of capital punishment would make the slightest difference to her!!

Happily pay for repeat offenders to be put in jail.I think a main issue is that jail conditions are way too nice on the main and offenders these days don't see UK jail time as much of a deterrent. Especially when every sentence given out by a judge is simply automatically "halved" for "good behaviour" (or whatever it is called).
If UK jail conditions were pushed lower, by public demand as a means of a useful deterrent - along with abolishing halving of sentence times - then the cost to the taxpayer would fall by quite a way I would suspect.
I stopped a disqual driver after she drove at me. I had to jump onto the footway and climb a wall to stop getting run over.
She was wanted for five other offences of disqual driving, with the concomitant offences, plus no MoT and untaxed. She got £25 for one count of disqual driving, 1 x £25 for one insurance offence and 1 x £25 for assault police. All the rest received penalties of £1. She had a total of over 20 - 28 rings a bell but this was in 1976 and memorty fades - previous offences, including multiple disquals.
Her defence, or rather that given her by her brief, was that she had had a difficult break-up of a relationship and she was seeking psychiatric help. Further, she'd just lost her job due to saying she'd plead to assault police, and had no savings after paying off all the other fines. In other words, all results of her offending. Some mitigation. Lady French was on the bench. Thanks, missus, for the seriousness you viewed me being driven at.
There were three Met officers who turned up - despite me telling them they were not required, probably as it was a day's work for them - and they were furious. They said they'd 'sit on her' in future and if she smelt as if she was getting in a car, they'd nick her. They nicked her.
She got time, about a month I think, inside when she was stopped in an area where there was a stipendary magistrate, the old Bow Street. Her Mini got damaged and was taken into a Met car pound as it was untaxed/no MoT. As soon as the value of the car was exceeded by the parking charge, it was sold on.
About three days I'd guess.
Nothing changes.
