Hi,
I have been told by a police officer that if I have a house aborad and resgister my UK registered car to that address, you can not get charged for speeding on a speed camera. This is because the police will not send it outside the UK as it might not get to you within 14 days.
Is this the case?

The question is will DVLA Register a car in use in UK to a foriegn address?. Somehow I cannot see it, but you never know.
Even if they did there is provision for entering a serial offending vehicles details on certain records that can result in a pull and enquires made (cough, cough). Likewise if a drivers details are known al biet out of the country, likewise, for some third degree when he comes back in.
Leave the trout alone and go for bigger fish?

DVLA will only accept a UK address for the registered keeper. They will not register to a foreign address as if you intend keeping the vehicle outside the UK for more than 6 months they expect you to declare it as exported. A friend lives in France but two out of the three cars in his household are UK registered. They are registered in his name but at his mothers address in the UK. In the area where he is, there are quite a few ex-pat Brits running around on British registered plates. All of them make sure that the car comes over to the UK at least once a year to be MoT'd, some of them even tax them as well! He makes a reasonable sideline driving them over to be MoT'd if the (usually rich) owners can't be bothered to do it themselves.
If you live on a boat, you will still have a mailing address, whether it is a PO Box number or a C/O. If you live on a boat and have a car as well, then you are likely to be on a static mooring (liveaboard), in which case the mooring would have a postal address (even if it is C/O Bloggs Boatyard).
If you really want to avoid the dreaded NIP in the post, buy a rotting ruin in a foreign country and register your car over there. The chances of the average scamera partnership chasing payment from a foreign address is pretty remote.

Or of couse you could just stick two fingers up to society, become a Pikey, move around the UK thieving and not give two hoots about speed cameras.

Southern Ireland is the best. If you have a UK company, just ask a Dublin accountant to act as the office address for the Irish 'branch' of your company. Then just buy and insure your car in Dublin. UK no-claim bonuses are transferrable with the bigger insurance companies who all have Dublin offices (N.U. for example). Under Euro laws there must be no barriers to free trade within the EU, so you can use your Irish car here for as long as you like so long as it leaves the UK once every 6 months ( a quick booze cruise to France?), although I don't know how the authorities monitor this (I guess they don't bother). Why not get an Irish licence as well, just as a friend of mine did 10 years ago, using his cousin's address in Waterford. He got stopped for 92mph on the M4 near his actual home in Wales, and they just gave him a warning and sent him on his way when he showed them his licence, Irish ins, cert and they sawe his Irish plates. It's virtually watertight.
In fact, it's not illeagl to have a home in the UK as well and the choice of where to register your car is entirely yours so long as it's all within the EU.
