I recently sent a recorded delivery letter to DVLA with my drivers licence and a medical form that cost me £100 and the post office lost it
I put in a claim, got £20 compensation so appealed, here is the answer.

I was sorry to hear that you were not satisfied with our previous response. To try and resolve the issue, I have logged and reported the full details of your continuing concerns.
Having reviewed the details of your case, I can confirm that our previous responses to you were appropriate.
I would like to explain that the contents of your item were documents that have no intrinsic value. I am sorry to say that the losses you have incurred are classed as of a consequential nature and such losses are not covered by the service you used. For your information, the only service we offer that provides this level of cover is our Special Delivery service in conjunction with Consequential Loss Cover. Unfortunately, as this service was not used, I regret that I am unable to meet your claim for compensation on this occasion.
To elaborate, Consequential Loss Cover is only available when used in conjunction with our Special Delivery service. It must be requested at the time of posting and provides compensation cover for financial losses, which are separate from the item's actual market value/cost price, in the event of loss, damage or delay.
I hope this now concludes this matter for you. If however you are unhappy with the action I have taken and my response you can contact the Escalated Customer Resolution team who will re-investigate your complaint. They can be contacted by writing to: FREEPOST Escalated Customer Resolution Team, Royal Mail, PLYMOUTH, PL9 7HJ or by emailing: customerresolution@royalmail.com . The form is a piece of paper which in itself has little value.
The doc has charged you £100 to perform a medical and sign the form. This does not make the piece of paper suddenly worth £100, it is still a piece of paper with little value.
You posted this piece of paper.
The PO lost it.
They've paid £20 for a piece of paper in accordance with the T&Cs of the service you used.
As a consequence of the loss you've had to get another little value piece of paper.
The doc has decided to charge you another £100 to sign this new piece of paper. This new piece of paper has little value.
The PO has explained if you'd used a different - most likely a more expensive service - then the outcome of what you would have received may have been different.
Does this seem like a reasonable explanation - or should I wait for the men in white coats to come & take me away?
Frustrating I know. My last HGV medical my own doc charged me rather more than £100 but at least the PO didn't lose it.

Absolutely, and that argument is to insure the thing for what the thing is worth. If the OP had insured the form for the £100 he now values it at, then he would have been able to claim. He didn't, he insured a worthless piece of paper for £20 and now wants to claim for consequential loss. It ain't gonna happen!

NGee has hit the nail on the head. Regrettably that's the way the system works.
Compare: You're collecting the full set of something which will be very valuable when you have the full set. You finally find the only bit you're missing on ebay for £10 and when you receive it the value of your "now complete set" will jump up by £1,000. You'll only get £10 compensation if it's lost in the post - unless you go out an insure it for the full whack.
