A couple of times on a road near me I've seen a garden hose run across the road, just lying on the road, not in those rubber bumpers or anything.

I think it's stupid - the twin wheel van in front of me lifted it off the ground, and I'm not sure I'd want to ride over it on a motorcycle.

I'm not sure who's it is, as it runs along the edge of some houses / a field on both sides.

I'm not sure if it'd be something for the police, either - I would've thought highways, but it's often gone a couple of hours later so they'd never see it.

It's a regular country road, not some farm track:

Thats quite a thick hose. Could you edit it so it's more to the correct scale?

Also if it's been driven over it probably has some dirt marks, they need putting on too. And it's probably kinked a little.

I used to see this regularly near me - houses one side of the road, gardens (more veg patches really) the other. Wasn't ever an issue for me, whether using car / bike / pushbike. It never occured to me that it would bother anyone.
Never as thick as the hose in the photo to be fair.
