I have often said that there will soon be rules about looking at people, this is ridiculous.
A look can mean something yes, but it is just a look, if you are doing something ridiculous or lairy fair enough, but simply looking at something or someone is not a crime and should never be.
OK this is specific, sitting on a tube staring at someone for 5 minutes is a but weird, but you can just move, if it carries on then you speak to someone surely.

Well, 2 minutes googling suggests that it can be. Although it seems fairly clear that in order to fall foul of such a law you do have to be pretty weird and leery so a “look” wouldn’t suffice.
It seems pretty sensible that such behaviour would be unacceptable and there should be no requirement for someone to move away before the law was broken.
Unless you are in the habit of staring intently at various strangers body parts I wouldn’t get to worked up about it.

We are in our 50's - main demographic was 20's - lots of staring at us

So what is staring intimately? And how can it be intimate if its across a train carriage.
Never even heard of this, or sexual staring but that one sounds pretty self explanatory, guessing it's looking at cleavage or something and continuing after it's clear you are making someone uncomfortable?
