I would like to ascertain if I have grounds for appealing 2 PCNs issued by Croydon Council - both PCNs uploaded.
I have a permit on my dashboard, however, on the 2 days of these PCNs, my car dehumidifier cushion covered it as it had moved whilst I was driving.
I'd parked at night, the dehumidifier is black, and I didn't check if the permit was clearly visible.
So yes, that's on me and I suspect I'll need to pay both but before doing so, wanted to check if there is any way at all to appeal.
All help greatly appreciated.

the piepepoo forum is the right place to ask about this.
The only problem I can see here is the observation time seems very short. It looks like the ticket was printed immediately. I have a vague relocation of an observation period being required just in case for whatever reason you are monetarily not with the vehicle... like you are at the ticket machine getting a ticket for instance.
Something to look into possibly.
It's always worth appealing whatever.
In this case they might use their own discretion to choose to cancel the ticket because you do have a permit and mistakenly it was covered. They don't have to allow your appeal but there's a strong chance they would.
Key thing is to make sure you get back to them within the initial period (usually 14 days) if you do want to appeal. If you leave it longer it becomes a lot more difficult to stop the chain of events that kicks in when you've gone over the cut off date.

didn't notice you had two for the same thing.
Probably easier to appeal if you have two for the same mistake as it shows you were genuinely unaware you were doing something wrong.
Make sure when you appeal each that you reference the other so they know you have two for the same issue.

Ah brilliant, thank you. Yes, PePiPoo is the site I was thinking of but couldn't remember the name of. Croydon Council are so desperate for money I doubt you'll get anywhere even if you manage to get in touch with the right department.
It took a year to get an invoice for care home fees out of them (chased many times) and only when told if they don't give an invoice the estate will get settled without it and they won't get paid. This was for over £16k.
They are beyond useless.

Technically, probably yes... but they have the power to overturn any ticket if they accept your appeal. I think it's fair enough to say humbly that you accidently covered the permit and wondered if the ticket could be cancelled as didn't really intend to contravene. The grounds for issuing the ticket where no permit was visible is meant to mean that when the warden looks and cannot see a permit then he issues a ticket because it is assumed if there is no permit on display then there is no permit at all. If there was a permit but it had been accidently obscured then it's more like a misunderstanding and they could and probably would cancel the PCNs.

OP - I would definitely appeal. I've had a couple of tickets from Councils (Bolton and Manchester) where technically i was at fault but both times I had paid (so i could demonstrate clearly that I hadn't been trying to take the pee). They kindly cancelled both times.
