Sneaky Council PCN Fine - No Right Turn...

So there were roadworks on a main road in London and I ended up going through some random side road. A month later a 'give us £65' for a no right turn pops through the post. So I street view it, as I wouldn't go through one intentionally.And what has happened is as per pic. Instead of a sign on left side of the road, or ahead where the driver would normally be looking for one, the sneaky sods have instead put a sign on right hand side. So I approached the junction, no signs where they would normally be expected, busy scanning for pedestrians and a gap in traffic and went on my merry way.
I am sure it's lawful positioning, but also unusual... in amongst any replies of "serves you right pay up" that I fully expect on here
anyone agree that this is sneaky! There appears to be no reason for the sign to be that side, as the pavements on each side are identical.Is this a new thing? Signs on the other side.
That long pole you can see up ahead is the one with the camera on it.

Apparently they can be placed on the right hand side if they think a sign on the left hand side could be obscured by vehicles, 4.5.3.

That's probably the right document but the example suggests when there are two approach lanes, which there aren't, so that specific reasoning doesn't apply. Interesting that there's also a no left turn from that direction - is there a no-right turn coming from the other direction too? I can't see if there's one there but I'd expect there to be a narrow 'right turn' arrow in the hatched area if there was. The hatched area might be another indication that there's no right turn from that side road, i.e. you'd have to drive straight across them, but I don't know the guidelines on hatched areas.

Although I'm not sure why Mr Cyclist would even be on that part of the road, as all the approach roads (the A206 and the A282) have signs telling them that the Dartford tunnel was approaching and that pedestrians & cyclists were prohibited.
Don't pedestrians & cyclists have to stop at the nearby lay-by and get a lift across?

Not all the approach roads. Try the A296 or the A2. Plus I presume The Fed Ex would be moving to lane 2 to overtake.
