Long time lurker looking for a bit of advice, please.

I need to get a kerb dropped to access my new driveway.

I tick all the requirements regarding size, street furniture etc. however as it's a trunk road I require planning permission.

I have submitted all plans via the planning portal, however, today they sent me a letter stating

[quote]Please complete Certificate B serving notice number 1 on the freehold owner of
the land that the proposed access/dropped kerb is crossing, and return.[/quote[

I have found both forms but am unsure who to serve "notice number 1" on.
Highways England?
Hampshire CC?
Basingstoke BC?

It is to whoever owns the path you are crossing.

A quick look on Basingstoke BC website seems to indicate street services are ran at county level, meaning you serve it against Hampshire CC
