Basically a road, two lanes, there was work on the road, cones on pavement both lanes clear except for the traffic lights in road,.

So do you still have to stop on red?

Yes, but if there is obviously no lane closure, then park up and go and look at the back side of any signs that are there, it will have the information of whoever has put that signage / closure in place, you can then contact them and discuss it.

I remember something similar not so long ago, the only obstruction in the road was the lights!

Been there. Turn them through 90 so they're facing away from the road. Done that.
