Is this a sensor or red light traffic camera?

Sensors. A red light camera would need to show the red light in the picture and these won't be facing the lights.

Yes, they sense oncoming vehicles and you'll find them on some pedestrian lights as well for when pedestrians have left the crossing.

A red light camera would be situated back on approach to the lights.

These are red light cameras and go off with a very bright double flash.

There are also some that are a lot smaller, very small, and I don't think they flash.

A good example is the friargate junction of the a52 in Derby, they're on a pole the height of a lamppost, and easy to miss.
