Speeding fines to be refunded for millions?????

ITV Teletext review of the Sunday papers today says that a piece in the News of the World suggests that millions of drivers could have their speeding fines cancelled due a bungle.
The word "millions" suggests this is not the same as the Folly Bottom case.
Anyone know more on this? I don't take the News of the World.
