How about this:
All of you get your reading comprehension fixed.
So quick to jump on a poster you’re unable to process what’s written.
So many sad individuals with sad, empty lives are more interested in getting one over on you to make themselves feel better rather than actually answering your question. I've noticed it's rife on here. All of you get your reading comprehension fixed.

As for the cameras, I would say no but I don't know for sure. They look like ANPR or possibly traffic monitoring cams.

Are they those new cameras for catching people using their phone while driving?
I think they are being used over motorways in some areas now?

Looks more like this - for measuring traffic: https://www.alamy.com/stock-photo-a-member-of-the-...
They look like laser levels used in construction.

They’re not looking at you for offences, you’re recording your own.
Reading comprehension: Age 5–6 (Year 1 / Primary 2)In Year 1, children will have a growing knowledge of phonics. They will also read and listen to lots of stories, and will be encouraged to think and talk about them. Your child will learn to:
listen to and talk about a range of stories and texts
know and understand well-known stories, fairy stories, and traditional tales
understand books they can read and listen to.
discuss the meaning of the words they read
begin to infer (read between the lines) the feelings of characters
discuss the books they have read
explain what happened in a story, or the main topic in non-fiction
make connections between the story and their own life.
