Birmingham CAZ PCN Discount

Just a quick question on behalf of my son who has picked up some fines for his vehicle entering the Birmingham Clean Air Zone.
Basically, looking for the definitive answer on if the 'discount' should be held whilst the fine is appealed.
BrumBreathes site (which is the Council's) says "Each penalty charge will be £120, reduced to £60 if paid within 14 days."
Other authorities do hold the discount whilst the appeal is made, but Birmingham seem to have no mention of this.
The Council have not allowed the appeal, and now want payment of the non-discounted amounts (or further appeal with more information - which has been made).
Itr is slightly more complex in that the journeys should have been exempt (hospital visits), but due to dealing with an ill child, the permits that should have been obtained, were not. The Council hasn't been disadvantaged, as no charge should have been payable - it is an administrative error on my son's part (he is the RK - not even the driver).
Hoping that it is not a problem, as the Council SHOULD overturn the fines having been provided with the full information.
It is presently taking about 4 weeks for anything to be responed to by Birmingham City Council.
As it is, it seems that the act of appealing, effectively automatically doubles the fine payable.
