I have received a letter from Clean Air For Bristol advising me that I have "recently" travelled through an area that will be the Bristol ULEZ from 28th Nov, and that I should be aware. At this time of course there is no requirement for me to pay anything so it's just a "friendly warning".

Thing is, I haven't been anywhere near to Bristol so I suspect my plates have been cloned.

How should I go about registering my concern? Is this a Police matter or should I try to contact the authority mentioned in the letter?

I checked on their website, which says:

Bristol Clean Air Zone website said:
If you weren't in Bristol during the 3 week period we collected data
It's possible that the Automatic Number Plate Recognition (ANPR) cameras set up to monitor traffic in the Clean Air Zone misread your registration number.

If you weren't in Bristol in September, ignore the letter.
Well, that's a bit st, isn't it?

Possibly a mis read of the numberplate. I had a letter from westminster council with a parking ticket for £80 when I'd never been there . Challenged it and they responded that they had misread the numberplate , they had looked at the photos and it had 1 number different.

Bristol City Council are a bunch of clowns.

Apparently the ANPR cameras are misreading numbers plates and sending warnings out to people who have never been to Bristol.

There was an article in our local rag this morning about it.

The scheme is meant to start on 28 November and is already a fiasco before it evens starts!

I had mine cloned, found out due to parking ticket about 40 miles away. When I requested evidence it was the same vehicle but a different shade of blue. I informed the police to make them aware (assume it then got put on a list on ANPR for a tug) and also sent proof back to the council.

Thanks - that's me (in bold) - never ever been. God knows how I've managed to avoid Bristol in the half century I've been alive. Closest I've been is Castle Combe I think.

I probably ought to go and check out Bristol one day but obviously not by car, or at least not until I receive my EV (on order). Having said that, isn't Bristol bicycle friendly? I should take a train and cycle around.

I had the same. A better look at the photo shows that what they thought was a 7 was in fact 17.
It was also a completely different make of car and number, to ours.

I have had my number plate cloned recently in London.

Hackney council sent me to fines for entering a zone I shouldn’t have.

I wrote back to the council saying “I have never been to the area and if you had bothered to check with the DVLA you will see my car is registered as an estate car and this is clearly a saloon”.

I told the police as well and they sent me a letter to carry with me in case I am stopped.

I had similar recently, one a parking fine and another for non payment of fuel. It took weeks after appealing before the parking fine was written off, but only an hour or two for the non payment of fuel. The cloned car had a few visual differences which helped.

When I phoned 101 the local community officer came out a few hours later to confirm the identity of my car (check VIN etc). I was also told to put some electrical tape in a specific location to prevent me being pulled over when the reg flagged up on ANPR.

Quite. As if the never ending roadworks, road closures, traffic chaos etc aren't enough to put people off coming to Bristol, they send out threatening letters to people that haven't even been here yet laugh I'm just waiting for the first M5 closure when the diversion route takes people right through the CAZ !

If you have continued problems with the cloned plates then you can ask DVLA to send you a new one.

I've also had one from Bristol yet been nowhere near.
Called the number on the letter just to make sure it was logged in case my plate had been cloned for when the charging comes in to effect. Lady in the call centre took a note of my registration and logged it and apologised saying they'd had 1000's of similar calls that day and it appears something had gone wrong with the ANPR system.

A word of warning for those of you who have private plates and travel in and out of these increasingly common ULEZ zones. Both my vehicles have private plates, both are ULEZ compliant. But many councils seem to run their own database, they don't take their info from DVLA. TfL thought one of my cars was non compliant, assumed the V reg on a 2yr old car meant it was more like 42years old. Luckily I checked and had it corrected before I travelled, many have not been so lucky.

It was only later on that he discovered that the cameras may have an issue reading number plates with a certain combination of letters.

Mr Hughes has since written to the council asking for £300 compensation for his wasted time.

"Since putting this on the Bristol City Council Facebook page I've been contacted by several other people who have had the same experience as me wasting their time and being upset and worried about the vehicle being cloned," he added.

Theres an article in the mail online today about this very thing. Apparently the letter "Y" is giving the camera's a problem.
Last time I went to Bristol it was by accident as the m5 was blocked, and I'm in no hurry to repeat the experience.

That diversion route will take you through the CAZ now. Not the best planning, unless it`s a money making exercise of course.
