What constitutes impersonating police?

Had a funny indecent with a crazy crazy middle aged lady in a 55 plate daihatsu siron, yesterday.
She was driving like a mad thing car had wires all over the place for various cheap dashcams, I stopped at a roundabout to give way to the right when I am going right and she took the left hand lane to fail to stop/giveway and proceeded to nearly crash but went right.
I caught up with her at the next roundabout (not going to lie I did accelerate after her) she slows right down proceeds to head the direction I am going.
Its just us and she proceeds towards town centre but brake checks me not that I am that close even stopping at a green light! We get out on the main road she is driving very slow so I overtake to get a look at her and make progress, she then zooms up behind me flashing lights and waving me to pull over and indicating.
So I pull over and stay in the car as I am big chap don't want to scare her. She then digs around her car interior for sometime and gets a pulls out a high viz vest with POLICE in black and white letters, She approaches and I say if your police, I need to see warrant card and want the station and unit your assigned to, she doesn't want to answer!
She claims I was following her, for all 1 minute!! Also note I past her so I am not following her now so her issue was resolved.
I mentioned the roundabout incident and she proceeds to tell me I am in trouble, I get my phone out to take a pic and start filming and she can't get away fast enough. She screws the police vest into a ball and now states she needs to go she is late gets in her car still talking to me, I ask her again since she has displayed POLICE I want her details and she says works part time police or security its not clear and then leaves in a hurry. When she got back in her car she pulled out a piece of paper with POLICE and CAMERAS On it! Really strange behaviour.
I reported her not heard anything yet!
Would getting out with a police vest after asking me to stop be enough to be an offence?

Sounds like somebody with mental issues, or what in pre PC days we would call a 'nut-job.' On or off 'meds.' 
I'd suggest reporting the incident to somebody for her own health, or maybe somebody who she may bump into to. The wrong person could really over-react to her actions and do her harm. I'm not sure who you'd tell though, perhaps not the police, social services perhaps?
I expect many would say 'forget' or 'ignore.'

Definitely sounds slightly deranged but also possible she's some walty type who works on the periphery of the Police such as the canteen, cleaning the toilets or some sort of call centre. You need to tread very carefully with women - they can throw some allegations about that aren't as readily available to men and that could end up in a real headache. Sounds like you handled it well but don't be surprised if you get a knock. No way I'd leave this post up.

There is a complete range of high vis stuff that says 'POLITE' for horse riders and motorcyclists. Possibly was one of those.
